The rising market with application in civil and industrial tunneling projects, despite high initial and operational costs.
In June 2025, the Delhi Metro Rail Corporation (DMRC) completed a 1,550 m tunnel between Kishangarh and Vasant Kunj on the Aerocity–Tughlaqabad corridor using a 91 m-long Tunnel Boring Machine. Excavated at a depth of around 22.86 m, the tunnel required 1,105 precast concrete rings. This marks the second completed tunnel on the stretch, with the first finished in March 2025.
Drivers
Government-Led Mega Projects Drive Demand for Tunnel Boring Machine Industry and Underground Construction Machinery
The tunnel boring machine industry is driven by government investments and mega infrastructure projects to a large extent. Efforts are being undertaken to develop better underground construction machinery that will enhance urban connectivity and utility systems. for instance, India is working on initiatives such as Bharatmala and Smart Cities Mission, China has accepted the Belt and Road Initiative, and Europe has Crossrail. India is preparing to build over 83,000 km of highways by 2027, whereas China is building 5,000 km of urban metro lines in its urbanization push, for instance. These projects demand efficient tunneling with minimal disruption, a factor that makes TBMs the most suitable option. Another factor driving demand for tunnel boring technology, especially in large urban centers in Europe and Asia, is the ongoing transition towards greener and space-efficient infrastructure.
In June 2025, India’s Mumbai–Ahmedabad bullet train project is facing delays as three German-made tunnel boring machines (TBMs), manufactured in China, remain stuck at a Chinese port awaiting clearance. One of these is the largest TBM ever used in India. The delay has prompted intervention from India’s Ministry of External Affairs. Meanwhile, shaft construction has begun, but the project timeline remains at risk.
Restraint
High Capital and Operational Costs Pose Key Barrier to Tunnel Boring Machine Adoption in Emerging Markets
The high initial and operational costs of TBMs are one of the major barriers to their mass adoption, especially in developing areas. A single TBM can cost from USD 10 million to USD 50 million, depending on size and complexity. Then, to top it off, set-up, maintenance, and customizing for ground conditions increase total costs. The operational costs are also high because TBMs are expensive to run; they need specialized crews and continuous technical support, impacting the long-term costs of running a TBM. According to research, more than 60% of the machines in the tunneling project are affected by construction stoppage due to maintenance staff customization issues. Although TBMs are efficient in the long term, their adoption is limited, mainly due to the high financial requirements needed upfront, creating entry barriers to small to mid-sized contractors.
By Product Type
The Hard Rock TBM segment dominated the market and accounted for 52% of the tunnel boring market share. This is due to an increase in tunneling projects in hilly and rocky areas, especially in North America, Europe, and several regions of Asia. Especially, the solid ground facing machines are preferred for cutting the solid geological formations efficiently with maximum surface subsidence-free and maximum accuracy. Furthermore, technological improvements have resulted in modern Hard Rock TBMs being more flexible and robust, able to excavate longer tunnels in less time. They are particularly common in hydroelectric, mining, and rail projects that require deep tunneling through difficult geology.
The Soft Ground TBM segment is the fastest growing, driven by the rapid pace of urban infrastructure development. Growth in the installation of underground transit systems, sewage lines, and utility tunnels beneath bustling megacities is accelerating demand for slurry shields, EPB, and other soft ground machines. These TBMs are used in cities characterized by unstable soil, high water tables or mixed ground conditions. Countries such as China, India, and Indonesia are significantly investing in their metro rail and smart city projects, driving soft ground machinery adoption. The capacity to maintain face pressure and minimize ground disturbance makes them suitable for crowded cities and adds to a progressively increasing market share.
By End-Use
The Transport segment accounted for the largest share, with around 38% in 2024, due to increasing investments in underground transportation infrastructure. Urban metro systems, high-speed rail corridors, and road tunnels. To minimize congestion and emissions, Governments around the world have placed a high premium on compact, efficient underground transit on the drawing board. The Grand Paris Express in France, the Crossrail project in the UK, and metro rail expansion in Asian megacities are among the prominent examples. At the heart of these innovations are the tunnel boring machines, which, owing to their speed, safety, and low surface disturbance, continue to have a significant presence in the transport.
The Oil & Gas sector is the fastest-growing end-use segment, propelled by the increasing need for underground pipeline networks and utility tunnels in remote or complex terrains. With energy consumption increasing and corporations searching for deeper, less accessible extraction locations, TBMs are a trusted solution for pipeline installation under rivers, highways, and cities without substantial disruption. This is becoming particularly apparent in the Middle East, the U.S., and Russia, where access to underground as well as protection of surface infrastructure is key. Lastly, it ensures sustainability as it reduces the environmental impact of oil and gas projects, which is important considering modern oil and gas industry trends focused on sustainability.
Asia-Pacific is the dominant region, capturing the largest market share of around 38.00% in the global tunnel boring market. Such domination is fueled by large-scale infrastructure development, urbanization, and a rise in population in large economies such as China, India, and Japan. Metro rail systems, high-speed rail networks, water tunnels, and road tunneling projects are all receiving significant levels of investment by these countries. Growth has also been spurred by government support, foreign direct investment, and growing public-private partnerships. The key manufacturing players in the region and the automation in the tunnel boring technologies tend to further strengthen the leadership of the region. Urban areas are space-constrained, thus continuous demand for underground transportation and utilities further supports Asia-Pacific's leading market.
North America holds a significant share in the tunnel boring market due to the strong presence of established infrastructure and growing interest in modernizing aging transit systems. Investments aimed at urban transit developments, wastewater management, and renewable energy projects, including hydro and underground power facilities, are also on the rise in the U.S. and Canada. Other factors include improving adoption of advanced TBM technologies and booming market players in this region. Additionally, improved sustainability and reduced surface disruption during construction have contributed to the growing use of tunnel boring machines. Backed by technology and increased transportation and infrastructure funding from the feds, the region just keeps on steadily growing.
The U.S. tunnel boring market is projected to grow from USD 0.83 billion in 2024 to USD 1.25 billion by 2032, at a CAGR of 5.17%. Growth is driven by major infrastructure projects, including subway and utility tunnel expansions. Government initiatives and urban development are key contributors. The U.S. remains the largest tunnel boring market in North America.
Europe ranks as the second-largest market for tunnel boring machines, owing to its extensive and sophisticated urban infrastructure. Germany, France, the UK, and Italy all have long-established tunneling traditions and are engaged in modernization and expansion of subsurface systems, particularly subways, European central crossings and utilities. Despite these differences, the region is very much guided by the strong environmental regulations in place; because of this, TBMs, with their reduced environmental footprint, have become the technology of choice there. The demand is also stimulated by EU initiatives promoting cross-country connectivity and green transport. The TBM market in Europe is mature in technology, has a high degree of mechanization, and places importance on sustainable construction methods.
